RINCON DEL DIABLO MUNICIPAL WATER DISTRICT
ADOPTION OF PROPOSED SEWER CAPACITY FEES

NOTICE IS HEREBY GIVEN that the Rincon del Diablo Municipal Water District Board of Directors will conduct a Public Hearing on April 22, 2025. The purpose of the Public Hearing is to consider adoption of proposed Sewer Capacity Fees for all future connections to the Rincon del Diablo Municipal Water District sewer system in the Harmony Grove Village sewer service area. Sewer Capacity Fees are designed to recover an equitable share of the costs of existing sewer infrastructure and planned sewer capital improvements. If adopted, the Sewer Capacity Fees will become effective on July 1, 2025. The proposed Sewer Capacity Fees are as follows:

(1) The proposed Sewer Capacity Fee for one (1) Equivalent Dwelling Unit (EDU) is $10,350. An EDU is defined as the capacity demand for a Single-Family Residence (SFR).

(2) As varied property uses require different capacity demands, Sewer Capacity Fees have been calculated for different EDU values, depending on the land use type and size of the parcel, as assigned by the District.  Additional information on Sewer Capacity Fees for various EDU values is available in the Sewer Capacity Fee Study Administrative Draft Report dated March 2025, prepared by NBS (“Capacity Fee Study”).

(3) Sewer Capacity Fees will be adjusted annually each July 1, 2025, by applying an inflation factor based on the Engineering News Record’s Construction Cost Index.

The proposed Sewer Capacity Fees are based upon the Capacity Fee Study. An electronic copy of the Capacity Fee Study is available at https://rinconwater.org/sewer-capacity-fee-study/.

Any interested person may address the Board of Directors at the Public Hearing. Written comments may be submitted at or before the Public Hearing by addressing them to the Board of Directors.
