Sewer Charges

Rincon del Diablo Municipal Water District provides sewer collection and wastewater treatment to approximately 750 parcels within the Harmony Grove Village sewer service area.  The District levies the annual charge for providing these services as a line item on the parcel owner’s property tax bill from the San Diego County Treasurer – Tax Collector.

In 2025, the District performed a Sewer Cost of Service and Charge Study, which was approved by the Board of Directors at a Public Hearing in compliance with Proposition 218 requirements on July 22, 2025.  As part of the Study, a five-year plan for sewer charges was adopted, from FY 2025-26 to FY 2029-30.  Charges for sewer service are developed using cost of service principles.

For more information on the District’s recently adopted sewer service charges, please see the following:

Sewer charges for each parcel are based upon a fixed charge per Equivalent Dwelling Unit (EDU), with 1 EDU being the equivalent of a typical single-family residence.  Most of the parcels that receive sewer service from the District are single-family residences and pay the standard sewer charge for 1 EDU.  A small number of larger parcels, such as parks, HOA common areas, public facilities, and mixed-use properties are assigned higher EDU values for greater impact on the system and pay a proportionally larger charge per year for sewer service.

Annual Sewer Charges per EDU are adopted as follows:

Fiscal Year 25-26          $896.53
Fiscal Year 26-27          $1,031.01
Fiscal Year 27-28          $1,128.95
Fiscal Year 28-29          $1,236.20
Fiscal Year 29-30          $1,353.64

Sewer Capacity Fees – New or Upgraded Connections

Rincon del Diablo Municipal Water District provides sewer collection and wastewater treatment to parcels within the Harmony Grove Village sewer service area.  New parcels which desire to connect to the District’s sewer system must pay a Sewer Capacity Fee which is designed to “buy-in” to the system and recover an equitable share of the costs of the existing sewer infrastructure and planned capital improvements.

In 2025, the District performed a Sewer Capacity Fee Study, which was approved by the Board of Directors at a Public Hearing on April 22, 2025.  As part of the Study, Sewer Capacity Fees were adopted in the amount of $10,350 per Equivalent Dwelling Unit (EDU).  Most single-family residential parcels are the equivalent of 1 EDU, while larger parcels which place more demand on the system may be assigned a higher EDU value and may be required to pay a proportionally larger Sewer Capacity Fee to connect to the sewer system.

For more information regarding Sewer Capacity Fees, please see the Sewer Capacity Fee Study Final Report dated March 2025.
