After graduating from Escondido High School, Hoving earned a business degree from San Diego State University in 1985. He spent more than 45 years in the commercial mechanical contracting and energy industries, including executive leadership roles with responsibility for operations, profit and loss management, and strategic growth. During the final six years of his career, he focused on energy sustainability initiatives, including cogeneration, solar energy, HVAC efficiency projects, lighting retrofits and electric vehicle charging infrastructure.

A longtime student of California’s water history and infrastructure, Hoving has maintained a deep interest in water resource management, conservation, and sustainability throughout his career. He joined the Board following his retirement in April 2026, motivated by a desire to give back to the community he has called home for more than 55 years.
