Water Rates, Fees & Charges

The Board of Directed adopted a multi-year rate plan on June 9, 2015. The adopted plan reflects necessary annual increases to water rates and charges based upon the District’s revenue and expenditure projections.  The plan also allows the District to pass-through the full share of any increase or decrease in fees and charges from the District’s imported water wholesaler, the San Diego County Water Authority (SDCWA).  In addition to the base rates, additional levels of rates are developed to ensure that the District remains revenue neutral during period of reduced water sales due to drought, conservation and/or natural disasters.   The Board of Directors and staff strive to minimize economic impacts to our customers while also balancing the costs of maintaining a healthy infrastructure in order to deliver safe, reliable water to our customers.

The District is currently under Level 1 rates, highlighted in green below. These rates will be in effect until modified or rescinded by the Board of Directors, or and updated water rate schedule becomes effective. Rates below are effective January 1, 2018.

Recycled water is not subject to drought rates and is currently $5.22/unit (uniform rate).
